Just did a full install for this game, updated and this is what i log in to.

Other servers i play on are fine.

Try turn off tri-linear setting, also make sure you patch up all the updates

Helped the character select window, but not the ground textures.

Also it's updated already I said that in OP

I am sure random GM will appear in this thread soon

I only know of 1 or 2 other players with this issue, and that it's related to graphics cards, mainly nvidia ones. Solutions are somewhat varied, with several sites giving different instructions on how to go around the issue. Try following the suggestions on the sites below, hopefully one of them will work:

hmm I did this to fix the dots..

1. log in your RO. stay log in.
2. hit ctrl+alt+del. (for some reason it solved the dots and edgy problems)
3. close task manager.
4. go back to your RO. spots and edgy should be gone. done.

I had the same issue when I upgraded to my Nvidia GTX950. Still have not found a solution to it. It's not breaking the game so I've just learned to live with it.
