Equipment "Orbs"?

What are those orbs placed in equipment around the card slot area? I keep seeing equip being sold with them. Are they placed in equipment by a quest or something?

It's called Hidden Enchanting. There is a NPC who will do that for specific armors at a certain price. There's also a failure rate of course.

The NPC is located somewhat south from the centre of Prontera.
