Think about the petty things the established powers have whined about? While it may not be the inability to acquire gear, it would be over "OH THIS MOVE CAN'T BE LEGAL IN WOE BECAUSE OF SUCH AND SUCH".

But you're absolutely right. You have to work. People will find when they actually put in the time, they have learned so much more.
