The shipping for these things isn't just like $10 or $15 international.
From what I input into the Canada post calculator, from my estimated details about my own one (and I don't think I even counted in the weight and size of the packaging at all), it was telling me to Asia and Europe it would cost $36-$40 dollars to post via airmail.
Surface mail was about $17, but that tends to take around two months.
That was for the small packets option. If it goes to small parcels, it shoots up far more and only seems to have surface.
Plus the cost of making the mug, you'd likely be looking at a $60 mug, before Panda actually made any profit.
