Generally, most forgers would rather have you go to them than the other way around.

Jade Wulf and Rennay are the only two smiths I know that forge (out of all the smiths, for that matter). Check around to see if they're on. I'm not sure what policies Wulf has for crafting, but I think Rennay requires you to bring the materials.
