New World, the map with the Cat Hand peoples (which we don't have yet) is a town actually. We're just missing the really fun NPC's of it and all. Can't wait to have them hopefully next SVN update.

No, you can't bypass the Onward to New World quest to reach any part of New World, not even the towns. You need to do the quest, and as Aaron mentioned, rely on Cat's Hand as your save/new kafra. Cat's Hand also provide what p-servers have always included: warper to all the other towns.
