Add repair NPCs to more towns

since it's almost a matter of copy-pasting and putting in some coordinates, this would be nice so people who don't save in payon or prontera can repair their stuff that's been broken from PvP or WoE.

i find it a pretty big inconvenience to stop supporting my guild just so i can go to pront/payon to repair my marc armor in the middle of WoE :<

Solution: Use a Valk Armor

And it takes like what? 30s to go repair something.

Takes a bit more than 30s. And yes a few more Repair NPCs shouldn't be too hard to make.
