When it say 12% defense, is it 12 % resist like a thara frog card or 12 % actual def that can be ignored with combat knife and abuse with ice pick?

I'd imagine off the top of my head that it would be like a Thara, but I'll pass the question to Panda, as she'll be the ones making said items.
