Client Window Sizing Issues

After the game is done patching, and I hit start game. The client window comes up but it is literally the size of a tab in web browser. Things I have tried:

Clean Ro Folder and then installing mini-installer.
Full heRo installer.

Both of these produced the same result. The setup is completely in korean or unintelligible question marks "????"

I have selected various window sizes but they all produce that single unusable window. I am running windows 7 64bit. I have not had issues with other private servers but this setup.exe is different than the others.

Right click the setup.exe and go into properties, give it administrator priviledge and select a new window size. It's kinda stupid but setup doesnt actually save under windows 7/vista unless ran as admin.
