You can start the quest in Veins by speaking to Jayden (veins 185, 123). To do so you'll need to be a level 95 or above ninja/gunslinger
At first, he'll ask you to fund his research with 5mil zeny. Only way to continue is doing so, so put away that stingy little thing in you, and pay up :P
To continue the quest, you'll need to be level 96 or above
