I can't seem to find an answer.

At one point on heRO it was 1 at a time (when downgrading) and it changed to up to 10 at a time, and last I knew it was changed back to 1 at a time.

I'm wondering if this has yet again changed to 10 at a time, or if it remains at 1.

Why didn't you just go do the quest and see? Well, at any rate, seems it's still back to just one at a time (I just took my blacksmith to try it).

We should change it back to 10 at a time. Less zeny that way.
