Really just looking for a fun active guild to be in.

There is many, now WoE or social? Visit some towns like Payon, Louyang, Umbala, Aldeberan....these guilds in those towns are relatively open, start with them.
I also live in a GMT +8 time zone, but I'm waaaay too poor to even consider WoE at this stage.
Louyang the only active non-WoE guild I know of (town) then.
