I was trying to make a new character today, just to clear up space in storage. But when I got to the castle there was no NPC to let me in. Is this happening to anyone else?

there has been some changes to the novice ground, try to upgrade your client

If this is a novice you made a long time ago and then just left at novice grounds its probably on the wrong map. In this case you can ask the GMs to move it to the right map, or if you don't have anything important on it, just delete it and make a new one.

If you need to have it moved, as TPC said, just open a ticket and we'll do it.
