Tessa, laboratory permit is from the biolab quest. i am not sure if u need it to get in tho. its been quite a long time since i went there.

i've been wanting that forever...

and with that lab permit, isn't it true that it doesn't count if you give the permit to someone else, that other person still has to do the quest? ie like the feudal lords permit, the amatsu dungeon quest.
