From what I understand, you can trade 3 of these for 1 Gift Box to Santa Claus in Lutie.

When I talk to this npc, nothing happens. Is it only during event or exchanged a different way?

yeah I remember doing this back on iRO Chaos / Loki looong time ago.

I think he is talking about this. No idea if we ever had this, but can be done.
