It used to work on players in the same party or guild, on non PVP environments. We'll add that to the list of weird "quirks" to look into.

even in a pvp duel, in town, dispel doesn't work :x

EDIT: im in prontera and i can dispel monsters fine.
EDIT2: in @duel, in prontera, i was casting Dispel on a priest, yellow gemstone was consumed, no animation of Dispel was appearing, and no msg about it failing too in chat. Weird.

I remember people having to @duel their SP bat in thors to dispell the bleeding, but Zombie status works too.
Edit: Are you using Shift click with dispell? Since Dispell's supposed to be used on Enemies, when using it on players, shift might be needed.

Yes, neither works - with a ygem in hand. All forms of dispell against players, in towns have failed thus far
