First you need a creator at 99 base/70 job level.
Then about the stats something around:
90+x dex
90+x luk
50+x int.
And for gears the "easiest" to get are:
*top headgear= luck o irish(hatter iirc)
*middle headgear=red vane hairpin or ice wing ears(something that gives luk or dex) or noble gem if you have the zeny for it.
*bottom headgear= 4 leaf clover in mouth(v4p)
*armor=+3 luk/dex armor. my personal suggest is +3luk lord's clothes with a baby leopard card
*weapon=fortune dagger, or maybe you got rich/lucky and have an excalibur
*shield= whatever shield with a zealotus card
*garment=?????
*shoes= crystal pumps
*accessories= 2 x rosary/zerom carded gloves/or alchemy gloves[1].
I tried to making this the cheapest* way, getting better stuff might be dificult and time consuming. If you get amistr card for the alchemy gloves might be top tier for a while.
