i did the whole novice quest and i was lvl 30 and i payed then boom wen i talked to Emma the dialod was blank and i didnt get the wings can someone help?

Did you try re-loging and talking to Emma again? Make sure to talk to the trunk girl too.

yes.. ive payed the trunk lady ive relogged everythinmg i can think of and she not giving m the wings i dont want to have to do the quest ALL over again cause it took me 5 hours

There was a slight mistaken in the script, if talking to the trunk lady twice after paying. It will be fixed in next reboot, sorry for the inconvenience!
