If so, then yes. You give the items to a GM and they give you the item, I believe.

Yes, they were disabled for that very reason.
A number of MVPs drop Ice Picks if you truly need/want one (unless that's been edited from the norm).

MVP drops are intact, so yes that's the way to obtain an ice pick.
God items quest are disabled, a new way of obtaining them is in the work, but it doesn't involve anyone getting ice pick, sorry!
