"Very Rare" may be a bit of an overstatement.. yes, 1% chance, but basically all the hats are 1%...
I'd call things like glasses[1](.25%), sunglasses[1](.25%) and colored side ribbons of specific colors "very rare".
good luck with the auction, though I think you'll be hard pressed to find a buyer at your asking begining bid.
