Louyang is accessible from the town, I don't really see the need for a warper to make it 2 in the same map.
Ayothaya has a npc to access the dungeon on top of it being one map east of the town, really not hard to walk I would think but I'd say maybe.
Yggdrasil tree? No, its not a dungeon its herb heaven and right that you need to work a bit to get there... part of the charm don't you know

If that is the case, why have a dungeon warper for payon dungeon, clock tower, toy factory, and all such dungeons?

All right after sunking my opinion with Louyang and Ayothaya... then yes the possibility is there. There must be equality with the dungeons
