ToH wings evolve when you (win or participate?) in ToH
if you buy a ToH voucher from others, is it possible to buy your wings evolution too?

You "evolve" your wings by trading them(the wings) + a voucher in for the next gen.
So, yes. If you buy wings + a voucher, or just a voucher and already have wings, you can trade them for the next gen.
