For any part of your entry that is not your own, mainly if you take images from other artists, use music from other composers. Please list them for copyright reasons. Especially for the YouTube video's, those things drop like flies without that.

So yes, he can use it, but he will need to list the artist of the background image.

The banner is an advertisement, so pretty much whatever you think sells a server, so to speak.
For some people it is fancy eyecatching images, while for others it's information.
Rates, whether it has customs, etc are the usual.
