Orc Hero Headdress

I wonder how this oab compares to a +7 oab, Since the chances of it reaching +7 upgrade is slim.

http://irowiki.org/wiki/Refinement_System
Weapon Lv. 4 - Every +1 upgrade gives 7 ATK, 0~14 ATK for every Over Upgrade pass the +4 safety limit

This is kinda confusing it sounds like you get bonus ATK for the +4 and maybe a bonus for +5/6/7. Adding the enchanted dex will also only give a ATK jump if you have enough DEX for this.

So basically the OAB will not be more useful if you can not get it upgraded to at least +7. Compared to a +7 OAB.

Can a nice GM confirm or correct my analysis for this please.
