Warp NPC Account-wide

This has probably been suggested, but I can't find it.
How about making warps universal for the account? Now I can understand the need for each character to blaze their own trail to dungeons, but I think towns are a different story. It seems like a little much to pay 25000(?) to unlock Juno or Einbroch just for one character.
I suppose this is really only an issue if you have multiple characters and haven't been at the server long (read: haven't acquired much money), but I just so happen to be in that very situation as I'm sure several others are as well.
Any thoughts?
