And in that case, let's say a party outruns an MvP, and sits right on the edge of their agrro range, and planning on spell casting, and another party comes along, does it remain the first party's, even though they don't have it aggro'ed, or to the newer party, if they hit it's aggro area first?

Quest MvPs are now treated just like normal monster: if it's not aggro-ing you, chasing you, or you attacking it, it's considered to be in an idle 'unclaimed' state, waiting to be claimed by whoever is approaching it next. Therefore, it's still possible that if say, a party got wiped by the quest mvp and need to respawn to come back, there is a window of opportunity for a new party to claim ownership over it.

Bottom line: once you lose ownership, just like minibosses especially mini-valk then, it's FFA until the next person who claims ownership, then it belongs to that new party and the rules will entitle that monster to "belong" to that party until the monster loses aggro and go back to idle/unclaimed state.
