Grand Cross damage is (atk+matk)*(100% + 40% skill level).
I know +% racial/element physical damage cards dont work for sure. I would assume it would be the same for +% magical damage racial/elemental cards. I don't see anything in the formula that would say it does.

As far as I know only cards and gears that directly increase your MATK/ATK or a stat that increases MATK/ATK work with grand cross. I used to play GC paladin but haven't bothered collecting the new magical racial cards or to test them. Maybe a GM could confirm?
