heRO Anniversary Event is Over

heRO rates have returned to normal of 5/5/3, with OCA cards at 5x instead of 3x.

The birthday quest has been removed. The NPCs to provide a way to craft the birthday gears in honour of the legendary players will return later without the birthday quest as a pre-requisite.

Item/Balance Changes

• Healer can remove more negative statuses, such as Frost, Strip Equipments, Dec Agi and Steel Body. (It already removes Orc Face, you can stop asking about that one as a suggestion)

• Elegant Flower sale price is doubled
• Doppelganger's Shadow activate rate increased from 2% to 5%, but is now limited to one only per character. This is still meant to be mostly a fun item only, but the higher activation rate should be more satisfying now.
• Captain's Longcoat effect is reworked to provide a flat Hit + 10 to have a broader but still specific use case.
• Elemental garments, such as Cloak of Flames in combination with their proper card, now reduce damage from Neutral Property attacks by 10%, up from 5%. This applies for all of the garments in the series. This should give them to have a niche where they are highly affordable, and marginally better than Shadow Garb Proxy Skin Manteau against single element situations so they are technically not overshadowed.
• All 4 Lichtern cards, such as Lichtern Blue Card, are boosted from 3% to 5% for both of their effects so that they are slightly more useful.
• Minstrel Song Hat and [Resting Swan are reworked to be Bard/Dancer only respectively with no equipment level restriction. The bonus is reworked that if the wearer is base level 99, the wearer gets a bonus 10 ATK and MATK + 3% instead of its original effect. Decard will be offered for the rare people who already have this hat from prior Art Contests up to the end of January 2024. I wonder why we're changing an event-exclusive hat. Hmm.

Bugfixes

• Safeguard should be learn-able for Priest and High Priest
• Spear Quicken should work with 1 hand spears now
• Anger of the Sun/Moon/Star should properly ignore HP restrictions as mentioned in the Oct changelog
• Svigalae Card has been fixed to work even when your base Int and base Str are not identical, like the card's item description.
• Miner's Vest properly gives 7 def instead of 2 def
• Black Belt is now tradeable
• Costume Helm of Dragon's name is fixed to have the word "Costume" in it to differentiate it from the original
• Costume Dark Randgris Helm's name is fixed, from the incorrect "Costume Darkness Helm"
• Hanz Von Abendroth Card should cast Penuma on the player instead of the attacker now

Preparation for New Instance

10 new items, some new costumes and 4 new cards are added to the game, though they are unobtainable via PvM means until the instance is released. However, they are added to all heroic chests, DCA and OCA. You may have a small chance to run into some of these items before they are officially out (besides the MVP card, of course)
