The crazy merchant was found by Szandou Mabrolo! He was using Prince Pico's NPC sprite and was in Lutie east end, selling the following:

The Crazy Merchant is hiding somewhere again! She's disguised as a certain female High Wizard wearing the Behemoth Guild palette (soon to become an NPC), and is selling the following:
- Cenere Card
- Lutian Marionette Card
- Winter Gibbet Card

Vidar found the crazy merchant! It was hiding within one of the aldebaran WoE Castles (Castle 2), which has been open for a few months as part of a chronicle of heroes event dungeon. The merchant ran off again and set up shop somewhere, good luck finding it!
Hint: It's near an abandoned structure
