easy-to-kill: meaning first class areas
near water: it might mean somewhere you can step on water like a shore or a river

The Crazy Merchant has been found! She was in Prontera Field 09, near a small oasis, selling the following:

- Sunday Hat
- Savage Babe Hat
- Helm of Valkyrie
